If you run a business or need to manage your tax affairs online – whether that’s filing your Self Assessment or handling VAT returns – you’ll need to access HMRC’s digital services. That’s where you’ll likely first encounter the Government Gateway.

The Government Gateway is your login for HMRC online services. Once you have your Government Gateway ID, you can file tax returns, check your tax account, and manage your business tax obligations all in one place. While still active, Government Gateway is being slowly replaced by the GOV.UK One Login.

Below, we explain what the Government Gateway is, how to register for an account, and which HMRC services you’ll use it for.

What is the Government Gateway?

The Government Gateway is a secure login system that allows you to access various UK government services online, including those provided by HMRC. When you register for an HMRC service like Self Assessment or Corporation Tax, HMRC creates a unique Government Gateway user ID for you. You’ll use this same ID to access all your HMRC services.

Instead of creating separate logins for each tax service you need, the Government Gateway provides one set of credentials that works across VAT, Corporation Tax, and other business tax services.

When you log in, use your Government Gateway user ID and the password you created during registration. You’ll also usually be sent an access code to your registered email or mobile number.

GOV.UK One Login is replacing the Government Gateway

The Government Gateway system has been in place since the early 2000s and currently serves millions of UK taxpayers and businesses. However, the government is gradually introducing GOV.UK One Login to replace the Government Gateway.

Most other government services have already migrated to GOV.UK One Login, including Companies House (from October 2025), Universal Credit, student finance, and driving licence services, among others.

As of 9 February 2026, the government announced that the GOV.UK One Login is available for new HMRC customers who don’t already have a Government Gateway account. So if you’re signing up for tax services today, you may not encounter Government Gateway at all.

Who needs a Government Gateway ID?

If you’ve recently set up a limited company, you can use a Government Gateway ID to access your Business Tax Account and file your Corporation Tax return. Sole traders will use it primarily for Self Assessment, while employers need it to manage PAYE and report payroll information to HMRC.

What can you do with a Government Gateway account?

Government Gateway is a secure login system used primarily for HMRC’s tax services.

As the government gradually moves services over to GOV.UK One Login, the services you can access through the Government Gateway may change over time. But for now, it remains your main route into HMRC’s personal and business tax services.

Personal tax services:

  • File your Self Assessment tax return
  • Check your tax code and Personal Allowance
  • Claim tax refunds
  • Update your personal details with HMRC
  • Track the status of any tax credits or payments

Business tax services:

  • File Corporation Tax returns for your limited company
  • Submit VAT returns and make VAT payments
  • Manage PAYE for employees
  • File employer returns and submit payroll information
  • Access Construction Industry Scheme (CIS) services
  • Check your business tax account balance and payment history

You create your Government Gateway login when you first register for an HMRC service, such as Corporation Tax. You’ll get a 12-digit user ID and password.

How to register for a Government Gateway account

You register for a Government Gateway account as part of signing up for a specific HMRC service. You can’t create a standalone Government Gateway ID unless you register for at least one service first.

To register for personal tax services, you’ll need:

  • Your National Insurance number
  • Personal details (name, date of birth, address
  • Your email address and mobile number

For business tax services:

  • Your company’s Unique Taxpayer Reference (UTR)
  • Companies House registration number (for limited companies)
  • Business address and contact details
  • Details of what you’re registering for (VAT, Corporation Tax, PAYE)

HMRC will verify your identity during registration to protect your account from unauthorised access. The verification process may include security questions or additional checks.

Once registered, you’ll receive your Government Gateway user ID immediately. Keep this safe along with your password – you’ll need both every time you sign in to HMRC online services.

When you get a Government Gateway as a business owner

You’ll receive your Government Gateway ID automatically the first time you register for an HMRC service. This happens when you:

  • Register for Self Assessment if you’re self-employed or a sole trader
  • Register for Corporation Tax after forming a limited company
  • Register for VAT once your turnover reaches the threshold
  • Register as an employer when you hire your first employee

You don’t register for the Government Gateway separately – it’s created as part of signing up for whichever tax service you need first. Once you have your Government Gateway ID, you can use it to access any other HMRC services you register for later.

How to log in and use your Government Gateway ID

After registration, accessing services through your Government Gateway follows a familiar login process:

  1. Go to the HMRC service you need to access (e.g., your Personal Tax Account or Business Tax Account)
  2. Click “Sign in” and select “Sign in with Government Gateway”
  3. Enter your Government Gateway user ID and password
  4. Complete any additional security checks if prompted (usually, a code sent to your phone via SMS)
  5. Access the specific service you need within your account

Common Government Gateway sign-in issues and how to fix them

If you’re having trouble accessing services through your Government Gateway, these solutions address the most common problems:

  • Forgotten user ID or password – use the “Forgotten your user ID?” or “Forgotten your password?” links on the sign-in page. You’ll need to answer security questions or verify your identity to recover access.
  • Account locked after multiple failed attempts – HMRC locks accounts temporarily after several incorrect password attempts. Wait before trying again, or use the password reset function.
  • Access code not arriving – codes are usually sent to your mobile number, which you’ll need to verify when you create your account. If codes still don’t arrive, contact HMRC’s online services helpdesk.

What is the GOV.UK One Login?

GOV.UK One Login is the UK government’s new unified login system that’s gradually replacing the Government Gateway. The government is rolling it out across various services to create a single, consistent way to access online government services once accessible through the Government Gateway.

GOV.UK One Login works similarly to the Government Gateway but uses more modern authentication. Instead of a 12-digit user ID and password, you sign in with your email address and verify with your mobile phone or an authenticator app.

When fully rolled out, you’ll be able to use the same GOV.UK One Login for everything from tax to passports to voter registration.

Differences between GOV.UK One Login and Government Gateway

If you haven’t heard of GOV.UK One Login yet, you’re not alone – most people are still using the Government Gateway for their HMRC services. But as the government rolls out this new system, it’s worth understanding how the two differ and which one you’ll need to use.

Should I use Government Gateway or GOV.UK One Login?

For now, you’ll use the Government Gateway for most HMRC services if you already have an account set up. If you’re registering for HMRC services for the first time and don’t have a Government Gateway ID yet, some services may direct you to use GOV.UK One Login instead or give you the option.

If you already have a Government Gateway ID, you don’t need to do anything yet. HMRC will contact you when it’s time to switch to GOV.UK One Login. You’ll likely need both systems during the transition period as different services move across at different times.

Getting help with the Government Gateway

If common troubleshooting steps don’t fix your issue, you can contact HMRC for help:

  • HMRC online services helpdesk – call 0300 200 3600 for technical help with signing in or using the Government Gateway. The helpline operates Monday to Friday, 8am to 6pm.
  • Self-help resources – HMRC’s website includes detailed guidance on registering, signing in, and troubleshooting common issues. Search for “Government Gateway help” on GOV.UK to find step-by-step instructions.
  • Service-specific support – for questions about specific tax services (rather than login issues), contact the relevant HMRC helpline – for example, the Self Assessment helpline for questions about filing your tax return, or the Corporation Tax helpline for company tax queries.

Staying compliant with your tax obligations

Having a Government Gateway ID is just the first step. Understanding your filing requirements and using your account regularly helps you meet your tax obligations on time.

Key deadlines to remember:

  • Self Assessment tax returns – 31 January following the end of the tax year
  • Corporation Tax returns – 12 months after your accounting period ends
  • VAT returns – usually quarterly, with the deadline usually 1 month + 7 days after the end of that period
  • PAYE reporting – real-time submission with each payroll run

HMRC will also send reminders to your registered email address when returns are due. When you register for tax after forming your UK company, you’ll need to set up your Government Gateway access as part of registering for Corporation Tax. This gives you access to file returns and manage your company’s tax affairs online.

Form your limited company with 1st Formations

How can I register for Government Gateway when I do not drive and have no Passport. I personally think being being discriminated against like this is absolutely ridiculous having been born in Wales where I have worked and paid my taxes and national insurance since 1977 and when I need help it is like requesting the world . Also what is the point of having a national insurance number which seems to mean nothing at all except for one thing yes for the Government to take money off myself. With little hope for your help thank you for reading this.
